The City Government of Davao deployed rescue teams during the evening of December 22, 2017, to evacuate residents of low-lying areas in the city. As of the latest count of the City Information Office (CIO), 18,308 families were affected as houses and roads were submerged in water due to the rain and overflowing of rivers.

Tropical Strom Vinta (International name: Tembin) is believed to have caused the rise in the water levels around Davao City as rainfall from the mountains and surrounding regions were dumped into the rivers.
